Case Study: Community Development Program (CDP)

 

The Client

The Community Development Program (CDP), managed by the National Indigenous Australians Agency, supports job seekers in remote Australia to build skills, overcome employment barriers, and contribute to their communities through structured activities and training.

Serving around 40,000 participants, CDP is delivered locally by service providers who act as the main point of contact for job seekers, employers, and host organisations. Participants receive tailored support to improve their skills, gain employment, and participate to their full potential. Activities include accredited training, foundation skills, literacy, numeracy, and driver training.

A number of CDP providers engaged us to create a comprehensive onboarding training package for new staff in employment services. Delivered via our learning management system (LMS), the goal was to fast-track readiness and ensure staff felt supported throughout their induction journey.

The Challenge

Frontline staff often found it difficult to grasp the complex performance frameworks required to deliver Federal Government contracts. The absence of structured onboarding tools limited their effectiveness, particularly in supporting Indigenous communities. A scalable training solution was needed to close knowledge gaps and enable faster, more confident transitions into these critical roles.

Solution

We designed a tailored onboarding package – CDP Operations Training – integrated with our LMS to meet the specific needs of CDP providers. Key features included:

The result was a highly effective, scalable onboarding program that enabled new staff to quickly gain confidence and perform in their roles. The initiative improved staff engagement, reduced time-to-productivity, and enhanced alignment with CDP service expectations. By embedding continuous learning, the program significantly strengthened frontline capability and outcomes for Indigenous communities across remote Australia.
